Letter Authorization for the BRR Package, Docket No. 71-9341 (EPID No. L-2018-LLA-0117)
Dear Ms. Garcia-Santos:
By letter of April 19, 2018, Orano Federal Services LLC requested on behalf of the U.S. Department of Energy, Idaho National Laboratory (INL) an approval for a one-time shipment of irradiated nuclear fuel rod fragments in the BEA Research Reactor Package (BRR, Docket No. 71-9341). According to the anticipated schedules which were available at that time, we requested that the approval be coordinated with the Certificate of Compliance (CoC) for the BRR, Revision 6.
Both the approval and the shipment have been delayed. The current revision of the BRR CoC is Revision 7, wherein it is stated that Revision 6 may be used until January 31, 2020. If the approval for the rod fragments corresponds to Revision 6, the shipment would need to occur prior to that date. According to the DOE, this shipment date may not be possible.
Accordingly, please issue the one-time approval to correspond to Revision 7 of the BRR CoC. Also, we request that the approval be issued no later than September 1, 2019, and be valid at least until September 1, 2020.
Please let me know what the schedule impact on the approval letter might be, and whether the requested dates are reasonably achievable.
