PROPOSED PROJECT PLAN FOR TASK 3 Project Objective:
Develop or enhance U.S. Nuclear Regulatory Commissions (NRCs) internal regulatory framework to accommodate Nuclear Energy Institute (NEIs) alternative proposal on newly developed methods (modified as necessary to meet staff expectations).
Key deliverables that need to be completed prior to end of FY 2019 A. NRC; Generate a document that articulates the regulatory frame work supporting risk-informed initiatives (50.69, Tech Spec 4b, Tech Spec 5b, National Fire Protection Association (NFPA) 805) which enables licensees to self-approve changes to engineering and operation programs. (NRC Action)
B. Develop formal document that that articulates how NRC staff will determine acceptability of newly-developed methods provided to NRC via the NEIs or Owners Groups proposed processes. (NRC Action, Industry will have opportunities to provide feedback via public meetings\\calls)
C. Create process\\training\\communications to Division of Operating Reactor Licensing (DORL) and Region to ensure awareness of the new process that the Division of Risk Assessment (DRA) receive timely notifications upon receiving industry reports on probabilistic risk assessment (PRA) upgrades that include newly developed method (NRC Action. Industry will be kept informed. We will not seek feedback).
D. Language for Admin Section of Tech Spec. This language will be incorporated to a formal document approved by NRC. Licensees who wish to depart from Tech Spec 2.2.2.e of TATF-505 should incorporate this language (by reference, if appropriate) to their Admin Tech Spec (similar to Tech Spec 5b). (Industry Action, NRC will be providing feedback via public meetings\\calls)
E. Develop inputs to IMC-612 (example of minor and more-than minor violations). (NRC Action, Industry will be kept informed).
Longer-Term Deliverables to support the framework Enhance Reactor Oversight Process (ROP) frame work (inspection procedure, supporting guidance documents) to address needs of newly-developed methods as well as need of other Region IIs that enables licensees to self-approve programs.
