RESPONSE TO ORDER FOR IMPLEMENTATION OF ADDITIONAL SECURITY MEASURES AND FINGERPRINTING FOR UNESCORTED ACCESS FOR SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION

Dear Mr. Connolly:

The U.S. Nuclear Regulatory Commission (NRC) issued an Order (EA-14-190) on December 30, 2014, (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML14358A288), that modified the current license for South Texas Project Nuclear Operating Companys (STPNOC) South Texas Project Electric Generating Station, Units 1 and 2 (STP) Independent Spent Fuel Storage Installation (ISFSI). The Order required compliance with additional security measures (ASMs) for physical protection and access authorization, and fingerprinting at ISFSIs.

STPNOC notified the NRC in its January 15, 2015 (ADAMS Accession No. ML15029A422),

Order response that it would achieve compliance with the ASMs by December 30, 2015.

STPNOC requested an extension for compliance with the ASMs due to a revised schedule of ISFSI completion on December 3, 2015 (ADAMS Accession No. ML16015A017). The NRC granted STPNOC schedular relaxation for implementation of the ASMs on April 29, 2016 (ADAMS Accession No. ML16102A349). STPNOC submitted a second relaxation request based on a rescheduled ISFSI completion on December 14, 2016 (ADAMS Accession No. ML16365A021). The NRC granted STPNOC a second schedular relaxation to achieve compliance for full implementation of the ASMs on May 26, 2017 (ADAMS Accession No. ML17096A706).

STPNOC submitted Revision 23 of the STP physical security plan (PSP) to the NRC, on July 18, 2018 (ADAMS Accession No. ML18201A203). The NRC completed an on-site physical security inspection at STP on October 4, 2018, documented in a report dated November 14, 2018 (ADAMS Accession No. ML18318A414). The inspection was performed to ensure verification that the PSP successfully met the performance objectives and general requirements of Title 10 of the Code of Federal Regulation (10 CFR) 73.55 and the ASMs imposed by the NRC in Order EA-14-190.

Based on our review, the NRC staff finds that STPNOCs responses to the Order are acceptable. The NRC has determined that STPNOC has adequately demonstrated compliance with the ASMs through the PSP review and the on-site inspection (IR Nos. 05000498/2018407, 05000499/2018407 and 072001041/2018401) of the STP ISFSI. This letter documents NRCs written verification of STPNOC implementing the ASM requirements and can begin its initial loading campaign.
