1. Results and assessment of review of IMC 0308, ROP basis document review No conflicts noted. IP 71111.11 requirements reflect discussions found in IMC 0308,.
2. Results and assessment of review of any applicable changes to PIs A three year review by the PI lead did not identify any significant changes to PIs that would result in a reduction or unintended gap in the key safety attributes of each safety cornerstone.
3. Results and assessment of review of any applicable changes to Rules and STSs A three year review of recent rulemaking efforts and STS revisions did not identify any significant changes that would impact IP 71111.11.
4. Results and assessment of review of recent Operating Experience A review of recent Operating Experience Notes did not identify any issues warranting revisions to IP 71111.11. Significant findings are discussed under section 5.
5. Results and assessment of review based on RRPS data Adverse trends or outliers noted: No The actual samples and hours charged per sample are consistent with the estimated inspection hours. IP trends are stable, and no significant findings or traditional enforcement violations have been identified. No revisions to IP recommended based on this review.
6. Feedback Forms Open Feedback Forms:

Feedback Forms 71111.11-2106 and 71111-2116 suggest allowing four samples of training observations per year instead of one per quarter. Feedback Form 71111.11-2148 suggests adding guidance for performance deficiencies that are not violation of 10 CFR Part 55. All open feedback forms are being addressed in the revision of the IP expected to be published this year.

No feedback forms have been closed in the past three years.

7. Other Considerations None.
8. Results of discussions with regions The IP lead held a call with regional points of contact (POC) on November 13, 2018. The POC stated the the IP contained appropriate requirements, level of detail, and appropriate inspection hour allocations. For the proposed IP revision, the POC believed that adding an additional written examination review should increase the allocated hours. This comment is also captured in the IP revision comment resolution document, and will be evaluated through that process. The POC also recommended an effective date of January 1, 2019, for the upcoming revision to aid inspection planning.

Recommendations The IP lead recommends no additional actions as a result of this assessment, other than completing the current revision with an effective date of January 1, 2019.
