Inspection Procedure Assessment Summary and Outline of Proposed Changes Inspection Procedure (IP): IP 71124.08 Radioactive Solid Waste Processing and Radioactive Material Handling, Storage and Transportation Inspector Procedure Lead: David Garmon Estimated Hours to Complete Review: 2 Date Review Completed: 9/14/2018
- 1. Results and assessment of review of IMC 0308, ROP basis document review IMC 0308 Att 2 was updated in January 2018 to address inconsistencies between the IPs and the inspection program basis.
- 2. Results and assessment of review of any applicable changes to PIs A three year review by the PI lead did not identify any significant changes to PIs that would result in a reduction or unintended gap in the key safety attributes of each safety cornerstone.

Determine if any revisions to the IP are warranted:
In 2017, the Columbia Generating Station was issued a White finding for failing to ship radioactive material in the correct packaging. The NRC applied IMC 0609, App M to arrive at the appropriate significance for this event because the applicable IMC 0609, App D assumed that correct packaging was used and that a performance deficiency occurred with the use of the correct packaging. Therefore, the prescribed significance determination process did not apply for the finding that was being dispositioned.
Subsequently, the NRC staff initiated an update to IMC 0609, App D to address the use of incorrect packaging during the transportation of radioactive material. The revised IMC 0609, App D will be published in early 2019.
