OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON NOVEMBER 15, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on November 15, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18292A705. The meeting notice is also posted on the NRC public website. J. Dixon-Herrity Summary of Meeting:
On November 15, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) pre-submittal information regarding a draft LAR for ASME Section III Pressure Testing Requirements Post N-5 Installation Data Report (ALT-12) and (2) pre-submittal information regarding draft Alternative Request to ASME OM Code for Preservice Testing of Squib Valves.
The first topic discussed was pre-submittal information regarding a draft LAR for ASME Section III Pressure Testing Requirements Post N-5 Installation Data Report (ALT-12). SNC walked through the pre-submittal presentation, noting that the discussion was a follow-up from the September 7, 2018, public meeting and that the LAR and ALT are intended for contingency purposes. SNC discussed that all ASME Section III requirements would be met before implementing the ALT and that repairs or replacements implemented using the ALT would meet ASME Section III, except the hydrostatic pressure test would be performed in accordance with ASME Section XI. The staff stated that they understood SNCs proposed request and asked SNC to explicitly state the components excluded from the alternative request (listed on slide 5) in the submittal. Additionally, the staff noted that the ASME Section III should be interpreted to include NRC-approved alternative requests and conditions in Title 10 of the Code of Federal Regulations (10 CFR) 50.55a. The staff suggested that this definition could be clarified in the VEGP Units 3 and 4 combined licenses, similar to what was proposed and approved in the KHNP APR-1400 design certification, so that ASME Section III is consistently interpreted and applied in 10 CFR Part 52 facilities. The staff noted that applying this interpretation of ASME Section III eliminates the need to revise the Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) proposed in the draft LAR. SNC stated that they understood the staffs comments and that they would review the APR-1400 design certification and revise the LAR and ALT, as appropriate, the incorporate the staffs feedback. SNC stated that they plan to submit the LAR and ALT at the end of November 2018.
The second topic discussed was pre-submittal information regarding draft Alternative Request to ASME OM Code for Preservice Testing of Squib Valves. SNC discussed that the proposed alternative, noting that an equivalent level of safety will be provided to ensure the charges are tested to the same criteria. The staff noted that they understood SNCs request and provided comments related to ensuring each batch is sampled per the requirements and identifying any potential common cause failure issues. SNC described the test specifications for each batch, which provides better confidence in each batch. The staff asked SNC to describe the test specifications in the alternative request to document why the request provides a reasonable alternative to the Code. SNC stated that they understood the staffs comments and that they plan to submit the request by the end of November 2018.
