East Building, PHH-23 1200 New Jersey Avenue SE Washington, D.C. 20590 SEP 2 6 2018 In accordance with the Memorandum of Understanding between our agencies, I request that you review the enclosed Canadian Certificate of Approval No. CDN/2048/B(U)F, Revision 9, for the Model No. F-257 (Serial No. 2) transport package and make a recommendation concerning our revalidation of the package for import and export use.

Our applicant has requested revalidation of the Canadian certificate for the contents as described in the enclosed document. Please limit your review to consideration of the contents limited to the Saskatchewan Research Council SLOWPOKE Facility's core, as described in that document.

Please note that your office reviewed this package in 2000 for the University of Toronto reactor core, in 2010-2011 for the Dalhousie University reactor core, and again in 2016-2017 for the University of Alberta SLOWPOKE reactor core (NRC Docket No. 71-3054) and recommended revalidation for those limited, specific set of contents. The Safety Analysis Report that was submitted for those prior cases is still applicable.

This request is in support of the U.S. Department of Energy/ National Nuclear Security Administration's Foreign Research Reactor Spent Nuclear Fuel Acceptance Program. They have indicated a need for our certificate to be issued by June, 2019. I request you provide an estimate of the time needed to complete your review.
