Dear Administrative Judges:

Pursuant to 10 C.F.R. §§ 2.1203 and 2.336 and as modified by the Atomic Safety and Licensing Boards (Board) November 29, 2017 Initial Scheduling Order, the staff of the U.S. Nuclear Regulatory Commission (Staff) herein notifies the Board and the parties that the hearing file has been supplemented for this proceeding. On or about October 10, 2018, materials in the hearing file may be accessed through the Agencywide Documents Access and Management System (ADAMS) and through the Electronic Hearing Docket (EHD). The EHD may be accessed at the following URL: http://adams.nrc.gov/ehd/. The hearing file will be contained in a sub-folder entitled, Seabrook Docket No. 50-443-LA-2 in the Staff Discovery Materials folder of the EHD. An index containing the ADAMS accession number, date, and title or description of each item in the hearing file is appended hereto as Attachment 1.

Pursuant to 10 C.F.R. § 2.336(c), attached is the affidavit of Justin C. Poole, certifying that all relevant materials required by this section have been disclosed, and that the disclosures are accurate and complete for documents identified as of September 14, 2018.

Additionally, the Staff is notifying the Board and the parties that the Staff has completed its draft Safety Evaluation (SE) and that, consistent with the Boards February 15, 2018 Memorandum and Order (Revised Scheduling Order), the non-proprietary version of the draft SE is available for public review as of today, September 28, 2018 (ADAMS Accession No. ML18226A205), and is also appended hereto as Attachment 2. The proprietary version of the draft SE is available upon request in accordance with the Boards January 19, 2018 Protective Order (Governing Non-Disclosure of Protected Information). The Staff is providing the draft SE to the Advisory Committee on Reactor Safeguards (ACRS) in support of an October 31, 2018 ACRS Subcommittee meeting.

I, Justin C. Poole, do hereby state as follows:

I am employed as a Project Manager in the U.S. Nuclear Regulatory Commissions (NRC) Office of Nuclear Reactor Regulation. I currently serve as a project manager for Seabrook Station, Unit 1. Among other things, I have been assisting with the preparation of the hearing file and mandatory disclosures in connection with the license amendment request at issue in this proceeding.

I hereby certify that all relevant materials required to be disclosed pursuant to 10 C.F.R. §§ 2.336 (b)-(c) and 2.1203 and the Boards November 29, 2017 Initial Scheduling Order in the captioned proceeding have been disclosed, and that the disclosures are accurate and complete for documents identified as of September 14, 2018.
