OF A CATEGORY 3 PUBLIC MEETING HELD WITH EXTERNAL STAKEHOLDERS TO PROVIDE AN OPPORTUNITY FOR DISCUSSION ON DRAFT REGULATORY ISSUE
SUMMARY
2002-22, SUPPLEMENT 1, CLARIFICATION ON ENDORSEMENT OF NUCLEAR ENERGY INSTITUTE GUIDANCE IN DESIGNING DIGITAL UPGRADES INSTRUMENTATION AND CONTROL SYSTEMS On May 23, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 3 public meeting with external stakeholders in Rockville, Maryland. The purpose of the meeting was to discuss draft Regulatory Issue Summary (RIS) 2002-22, Supplement 1, Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18116A268).

Background===
On January 23, 2018, the NRC staff held a Category 3 public meeting on the subject document.
The meeting summary, meeting transcript, list of attendees, the January 2018 version of the draft RIS 2002-22, Supplement 1 and presentation slides can be found under ADAMS Accession No. ML18079A414. As a result of this previous meeting on the topic, the NRC staff received informal comments from the Nuclear Energy Institute (ADAMS Accession No. ML18057B126) and Mr. Ken Scarola (ADAMS Accession No. ML18054A010). Although not considered as formal comments, the NRC staff reviewed each submittal and revised the draft RIS 2002-22, Supplement 1, as appropriate. On March 6, 2018, the staff met with external stakeholders to discuss changes made to the draft since the previous publicly available version from January 2018. On March 14, 2018, the NRC staff presented focused topics applicable to the RIS 2002-22, Supplement 1, which included limitations, simple digital instrumentation and control modifications, and engineering evaluation. Clarification on these topics provided the staff insight to finalize RIS 2002-22, Supplement 1.

Meeting Summary The NRC made brief opening remarks, and introductions were made by all in attendance. The NRC staff presented an overview of the revised format of RIS 2002-22, Supplement 1, and discussed notable changes to the document. During the presentation, external stakeholders were afforded the opportunity to ask clarification questions and provide general comments on the draft RIS 2002-22, Supplement 1.

The staff discussed planned actions after the issuance of RIS 2002-22, Supplement 1, to include NRC inspector training/workshops, inspector cross-regional panels and the consolidation of 10 CFR 50.59 guidance in Regulatory Guide 1.187 and NEI 96-07. The staff concluded the meeting with its commitment to issuing the final RIS 2002-22, Supplement 1 by May 31, 2018.
The NRC staff made no decisions or took any agency positions during this meeting.
