Not all shoreline Nuclear power plants do this.

The Nuclear Power plant near Port St. Lucie depends on the cooling flow of ocean waters; there are no cooling canals there.

Perhaps Turkey Point can plan to re-direct their cooling in to Biscayne bay? If that's an issue with the Sea life nursery, perhaps a simple system of pipes extending out in to the ocean can solve this issue?
