PALISADES PLANT ~ PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST -
SECTION 6, ADMINISTRATIVE CONTROLS Attached are three (3) originals and thirty-seven (37) conformed copies of a request for a change to the Palisades Technical Specifications.
The requested changes are necessary in order to clarify existing regulatory requirements, to achieve closer conformance to the Standard Technical Specifications, and to recognize certain organizational reporting and title changes within the plant and corporate organizations as described in our letter dated November 8, 1984.
The proposed change also incorporates* the revis~d working hour guidelines of NRC Generic Letter 82-12 and supersedes our earlier submittal dated December 20, 1982.
In addition, the proposed change incorporates the requirements of 10 CFR 50.54(m) regarding the minimum number of operators and senior operators licensed under 10 CFR 55 that must be on shift during various operational modes.
In so doing, the proposed change permits a combined shift technical advisor/licensed senior operator position.
This position is consistent with the NRC Staff requirements memorandum from the Secretary of the Commission to the Executive Director for Operations dated November 19, 1984.
