- PALISADES PLANT - PROPOSED TECHNICAL SPECIFICATIONS CHANGE REQUEST:
SECTION 6, ADMINISTJµ\\TIVE CONTROLS Attached are three (3) originals and thirty seven (37) conformed copies of a request for a change to the Palisades Technical Specifications.
The requested changes are necessary in order to clarify existing requirements, to bring the Palisades Technical Specifications into closer agreement with our Midland Plant Technical Specifications, and to achieve closer conformance to the Standard Technical Specifications. In addition, Consumers Power Company has incorporated the revised working hour guidelines stated in NRC Generic Letter 82-12 into this change request, thereby meeting the intent of NUREG-0737, Item I.A.1.3 for plant staff working hours *.
Consumers Power Company requested by our letter dated November 12, 1982 changes to sections 6.2.3, 6.5, 6.7 and 6.8 for the Palisades Technical Specifications.
Those requested changes pertain to our proposed ~oordinated, company-wide, approach to saf~ty management. This submittal, however, only provides proposed changes to sections not addressed in our November 12, 1982 submittal.
Our November 12, 1982 letter and this submittal provide a complete revision to the Administrative Controls Section of the P~lisades Technical Specifications.
Therefore, all previously proposed Technical Specifications change requests dated before November 12, 1982 which apply to Section 6, Administrative Controls, are superseded by this submittal.
