SUMMARY
OF DECEMBER 11, 2017 PUBLIC MEETING TO CONTINUE DISCUSSIONS BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND INDUSTRY RISK-INFORMED STEERING COMMITTEES On December 11, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 public meeting to continue discussions between the NRC and industry Risk-Informed Steering Committees (RISCs). The purpose of the meeting was to continue discussion between the industry RISC and the NRC RISC on topics of mutual interest. The meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) Accession Number ML17340A001. The presentations used to facilitate discussions are available in ADAMS Accession Number ML17346A786. The list of meeting participants is provided as an enclosure to this document. Staff did not receive any public meeting feedback forms as a result of this meeting.
Both the NRC and Industry RISCs discussed their priorities list and expressed their desire to include follow-up action items in the priorities lists. During these discussions staff shared updates on planned revision of NUMARC 93.01, some successes and challenges in completing the Risk Informed Licensing Reviews, and provided a high level overview of the agency response to the SRM-M170511 on Risk-Informed Decision Making and planned follow-up actions.

Progress on NRC and Industry Priorities List Some key observations noted by either the NRC RISC members or the industry RISC members are provided below:
10CFR 50.69 Industry RISC noted that during some reviews, staff is transmitting Requests for Additional Information, which, in their view, are unnecessary. NRC staff agreed to follow-up.
TSTF 505 During the conversation on the topic of TSTF 505 the industry RISC noted that the public meeting on New Methods was extremely important to them.
New Methods NRC staff acknowledges the significance of this topic. However, NRC RISC expressed an interest to receive specific examples of how this issue has inhibited progress in Risk-Informed Decision Making.
Crediting FLEX NRC staff informed the RISC that, in their view, NRC has made significant progresses in advancing licensees desire to use FLEX strategies in various other regulatory functions.
One area that was identified during the previous public RISC was planned revisions to NUMARC 93-001. On that issue, the staff informed RISC membership that internal deliberations on this topic have continued with high-priority, and that a public meeting will be held in January 2018 to discuss the details. Industry RISC members acknowledged that they have yet to share operating experience and failure rates of FLEX equipment with NRC staff and stated that it is a high-priority item for industry follow-up.
Fact and Observations Closure Process Staff informed RISCs that, in their view, the facts and observations (F&O) Closure Process requires additional monitoring since the staff has observed important parts of the accepted F&O Closure guidance that is not being followed by licensees and Independent Assessment F&O Closure Teams. The staff committed to share the report that contains their observations with the public. The staff stated that the augmented observations will continue in order to ensure proper adherence to the process.
Industry Fire Probabilistic Risk Assessment Realism Discussion Industry RISC members expressed a concern that methods are being unnecessarily scrutinized by the staff. Electric Power Research Institute has a revised methods plan that industry would like to move forward with in 2018.
Realism in Reactor Oversight Process The staff informed RISC members that based on industry inputs, treatment of Common Cause Failure has been identified as the most significant item. Staff also informed the RISC members that the staff has received a whitepaper from Nuclear Energy Institute on this subject (ML17349A074) on December 8, 2017, and that a public teleconference has been scheduled to discuss that whitepaper on December 14, 2018.

In addition to the above, during the discussion of priorities, Industrys RISC members proposed to add the Tornado Missile Tool to the priorities list. The industry RISC members stated that starting in 2018 their priority list will include items that are owed to the NRC and vice versa.
Their intent is to enhance transparency and accountability of action items associated with priorities overseen by the RISCs.
Response to Staff Requirements Memoranda NRC staff presented a high level overview of the response to SRM-M170511. Staff shared the overall topics addressed in the information paper. The paper covers the challenges towards further progress in Risk-informed Decision Making (RIDM), measures to overcome these challenges, and a summary of current mandatory training requirements related to RIDM for managers and staff. The paper also addressed the five cross-cutting strategies are aimed at enhancing internal culture with respect staff awareness, knowledge, and support for risk-informed decision making, and improving guidance, processes, training, and communication Staff also discussed the Risk-Informed Decision Making Action Plan that will provide strategic framework for implementing the five cross cutting strategies in the Office of the Secretary of the Commission paper. There are currently seven RIDM tasks in the action plan being reviewed by working groups.
Closing Remarks During closing remarks, the industry RISC Chair stated that in 2018 their top two priorities will be the priority items related to New Methods and Margins. Industry believes that there are significant margins between quantitative health objectives in safety goals and the acceptance criteria that NRC uses in regulatory decision making. The industry RISC also stated they will be creating a playbook to focus and streamline efforts. The NRC RISC chair thanked the participants for their attendance and closed the meeting. Both chairs expressed their positive view of the number of participants and the evidence that the work being completed by both groups is important for the future of RIDM.
