OF OCTOBER 10, 2017, CLOSED MEETING WITH EXELON GENERATION COMPANY, LLC ON PLANNED SUBMITTAL OF LICENSE AMENDMENT REQUEST TO REMOVE BORAFLEX CREDIT AND USE OF CELL BLOCKERS (EPID L-2017-LRM-0042)
On October 10, 2017, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRG) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) by teleconference. The purpose of the meeting was for Exelon to discuss a license amendment request that the licensee plans to submit to the NRG that would remove Boraflex credit for Nine Mile Point Nuclear Station, Unit 1 (Nine Mile Point 1 ). The licensee plans to submit the planned license amendment request to the NRG in the first quarter of calendar year 2018. The meeting notice and agenda, dated September 25, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17265A767. The meeting was closed to the public because the licensee presentation was on proprietary information involving the design and use of cell blockers in a spent fuel pool.

The licensee presented information on the planned Nine Mile Point 1 Boraflex rack design change to eliminate Boraflex credit. Specifically, the licensee presented information on the design and planned use in the spent fuel pool of cell blockers. The cell blockers have been designed to conform to the guidance in Nuclear Energy Institute (NEI) 12-16, Revision 1, "Guidance for Performing Criticality Analyses of Fuel Storage at Light-Water Reactor Power Plants" (ADAMS Accession No. ML14112A516).
During the teleconference, the NRG staff asked questions regarding:
Cell blocker pattern to be used in the spent fuel pool.
Controls on the movement of cell blockers.
Interface between different types of racks in the spent fuel pool.
No regulatory decisions were made during the teleconference. No public feedback meeting forms were received.
