Rapiscan Ty -
Good afternoon. I meant to send you this email last night but my travel time was five times longer than anticipated, so I went straight to bed. But I finished with my inspections now, so I thought I would follow up.
Rapiscan no longer has any of the 6A, 6B or 6C material in their inventory. I reviewed records associated with the shipment of all the material under those categories. The material was shipped to SCA (aka Sensor Concepts and Applications, Inc.) in Glen Arm MD. The paperwork indicated that SCA has authorization to receive/possess the material under their own license (SNM-2017). They did not have a copy available for me to review but are going to send it to me. According to the assistant RSO (Ed Franco) all the records are maintained in a secure records room and only the RSO or the Security Manager have keys to access the room. Both were out of the office on the day of my inspection. The sources were all transferred to SCA on November 15, 2015 and the licensee is in possession of acknowledgement of receipt documents from SCA signed 11/20/2015.
There are also no longer at Pittsburg CA site, the assistant RSO indicated they have done the final surveys, but again the records were not available. Another item I asked them to send to me. The material under 6D and 6E will be transferred to the licensee's California license. Ed Franco indicated that the amendment was almost ready to submit to the state, probably middle of march and he expects it to be approved within 3 months after submittal The security in place to contain the 6D and 6E material in their possession was reviewed and found to be adequate. (key card access, motion sensor inside, alarm system, coordination with LLEA).
Everything else that I was able to review looked good. I was not able to review leak tests, due to their location in the security files, so they will be providing those as well. Once I get the items requested, I am anticipating issuing a clear inspection from the office. I guess I was fortunate that many of the records were considered subject to less security and Ed was able to find them on the company internal SharePoint site.
Marti Also, I thought I would mention that Ed indicated they are in the process of moving. Their lease on the building will expire in September and the owner has sold the property. They are in the process of packing things up, hoping to start moving into their new location in June/July timeframe. Ed indicated they are hoping to have the NRC license terminated before the move, and of course have the new address added to the California license.
