October 4, 1990 Ms. Evelyn Delany Chairperson, San Luis Obispo County Board of Supervisors City of Government Center San Luis Obispo, CA 93408

Dear Ms. Delany:

I am responding to your letter of September 14, 1990, which requested that we send you a copy of the "USGS review of PG&E's Long Term Seismic Program." At the present time, the NRC staff is reviewing a seismic re-evaluation of the plant that the Pacific Gas and Electric Company (PG&E) recently conducted.

The re-evaluation is also known as the Long Term Seismic Program, or LTSP.

The seismic re-evaluation was conducted by PG&E to comply with a condition of the Diablo Canyon Unit I operating license issued by the NRC to PG&E in 1984.

The NRC review team consists of a number of NRC staff experts in the areas of geology, seismology, engineering, and probabi listic risk assessment.

To assist with its review, the NRC has retained consultants from universities, national laboratories, the U.S. Geological Survey and several consulting firms.

The staff review team will consider the recommendations of all of its consultants in reaching a decision r egarding the adequacy of the seismic design of Diablo Canyon.

When its review of the Diablo Canyon seismic re-evaluation program is completed, the NRC wi 11 document the results in a Safety Evaluation Report (SER).

The USGS is currently reviewing certain aspects of the Long-Term Seismic Program, and is expected, in the near future, to send a final report to the NRC summarizing its review.

The staff plans to include the USGS report and some of 'the other consultant reports as appendices to the SER.

I wi 11 be pleased to send a copy of the SER, including its appendices, to you when it is issued.

Sincerely, Original signed by 3,
