UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 30, 2016 Mr. David A. Heacock President and Chief Nuclear Officer Dominion Nuclear Connecticut, Inc.
Innsbrook Technical Center 5000 Dominion Boulevard Glen Allen, VA 23060-6711
SUBJECT:
KEWAUNEE POWER STATION - ISSUANCE OF AMENDMENT REGARDING LOAD DROP ANALYSIS FOR SPENT FUEL CASK HANDLING OPERATIONS (LAR No. 263, CAC NO. L53143)
Dear Mr. Heacock:
The U.S. Nuclear Regulatory Commission (NRC) has issued the enclosed Amendment No. 217 to Facility Operating License No. DPR-43 for the Kewaunee Power Station (KPS). This amendment is in response to Dominion Energy Kewaunees (DEK) License Action Request (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16216A197) dated July 28, 2016.
The amendment revises the KPS Updated Safety Analysis Report Section 9.5.2.2.4, "Auxiliary Building Crane" to: 1) add a description of a non-single failure proof intermediate lifting device that DEK intends to use during a specific spent fuel cask handling activity in the auxiliary building, and
- 2) incorporate a new load drop analysis applicable to the use of this intermediate lifting device. The amendment also includes (for information) a new Technical Requirements Manual section that governs the use of the non-single failure proof intermediate lifting device to ensure compliance with the required parameters in the load drop analysis.
A copy of the related Safety Evaluation is enclosed. Notice of Issuance will be included in the Commission's biweekly Federal Register notice.
