Dear Joshua,
Mindy, Neil, Phillip, This mornings report makes 10 straight days offline because of various operational defaults. August was offline or at reduced power for 12 days. With the imputed rating of the most dangerous nuke in the country after the recent Scram, we are amidst a fiasco. All that is heard is Governor Baker's silence on this crisis.
The Plant is unreliable and undermined with a poor safety culture. We know this. The regional resident inspector has admitted this. The potential danger of losing control is escalating and unacceptable. Even both emergency generators were inoperable at the same time this summer. Please check the batteries too, they overlooked them in the emergency Scram in the Juno Storm.
How does the ISO-NE schedule power with constant uncertainty? Situation refutes any notion that Pilgrim is indispensable to Grid.
Keeping Pilgrim open is truly "pushing on a string". Keep the reactor shut down, extinguish the threat of a nuclear event from a fire or terrorism, eliminate financial operating losses, and move forward now to the recovery phase.
Respectfully submitted, Don Barton Document Date: September 22, 2016 ADAMS Accession No: ML16266A034
