2016 AGENCYWIDE ACTION PLAN The purpose of this memorandum is to share with you the 2016 Agency Action Plan (Enclosure
- 1) based on the results of the 2015 Nuclear Regulatory Commission Office of the Inspector General Safety Culture and Climate Survey (SCCS) and other information. I request that you incorporate one aspect of the plan, item 5, All levels of management and staff take steps to promote fairness, empowerment, and respect, into your office/regional plans.
An action plan template and additional guidance can be found in my February 18, 2016, memorandum (Agencywide Document Access and Management System Accession No. ML16040A130).
The 2015 SCCS was held November 23 - December 31, 2015. On March 22-23, 2016, Willis Towers Watson, the survey contractor, conducted Results to Action workshops at the Three White Flint Professional Development Center to assist staff and management create high quality action plans in response to SCCS results and other data such as results of the Federal Employee Viewpoint Survey.
Since those workshops, a group of representatives from the Offices of the Executive Director for Operations, the Chief Human Capital Officer, Enforcement, and Small Business and Civil Rights, along with a representative of the National Treasury Employees Union, worked to produce a draft agencywide action plan. The group included representatives of the Project Aim and the NRCs Business Process Improvement teams.
The focus area of the plan is: Fostering a greater climate of trust at the NRC. The associated goals are:
Strengthen the positive environment for raising concerns Promote a culture of fairness, empowerment, and respect across the agency Establish clear expectations and accountability for NRC leaders CONTACT: Lance Rakovan, OEDO (301) 415-2589
