OF TELEPHONE CONFERENCE CALL DAVIS-BESSE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION May 28,2013 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on May 28, 2013, to discuss and clarify the following requests for additional information (RAls) concerning the Davis-Besse Nuclear Power Station (Davis-Besse) license renewal application (LRA).

Supplemental Response to RAI B.2.4-1b dated May 17,2013 Discussion: The purpose of the call was to discuss FENOC's supplemental response to NRC RAI B.2.4-1b provided by letter dated May 17, 2013 and related to high strength American Society for Testing and Materials (ASTM) A540 bolting managed by the American Society of Mechanical Engineers (ASME) Section XI-IWF Program.

The staff stated that, in addition to the plant-specific justification to waive the volumetric examination requirement for high strength (Le., measured yield strength greater than 150 ksi)

IWF A540 bolting greater than 1 inch diameter (Le., susceptible bolting) every IWF interval, the staff had expected that FENOC would also perform periodic visual inspections of 100 percent of the susceptible A540 bolting for a corrosive environment similar to the approach that FENOC plans for susceptible A540 structural bolting in the Structures Monitoring Program. The staff stated that a gap exists between the FENOC's response and NRC's expectations.

The staff stated that the basis for accepting the plant-specific justification for waiving the NUREG-1801, "Generic Aging Lessons Learned (GALL) Report," volumetric examinations of susceptible A540 bolting should include verification that the bolting remains free of a corrosive environment. The staff stated that periodic 100 percent visual examinations performed at least every 5 years are necessary to ensure that the susceptible A540 bolts are not exposed to a corrosive environment. The staff also stated that should a corrosive environment be identified on one or more susceptible A540 bolts, then, a sample of the affected bolts should receive volumetric examinations. The staff further stated that the visual examinations for a corrosive environment do not have to be performed to the requirements of a VT-3 examination.

Following discussions, both parties agreed that FENOC would submit a supplemental response to RAI B.2.4-1 b to address the staff's concerns.

There was no further discussion, and the call was concluded.

Action: FENOC will provide a supplemental response to RAI B.2.4-1b.
