NUCLEAR REGULATORY COMMISSION REVIEW OF GENERIC SAFETY ISSUE-191 NUCLEAR ENERGY INSTITUTE REVISED SCHEDULE FOR LICENSEE SUBMITTAL OF RESOULTION PATH

Dear Mr. Butler:

I am responding to your letter of November 15, 2012, titled GSI [Generic Safety Issue]-191 Revised Schedule for Licensee Submittal of Resolution Path. In your November 15, 2012, letter you requested the Nuclear Regulatory Commission (NRC) to review a change to a commitment made by the Nuclear Energy Institute (NEI) in your May 4, 2012, letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12142A316). In your May 4, 2012, letter you stated licensees of pressurized water reactors (PWRs) will provide a docketed submittal to the NRC by December 31, 2012, that outlines a GSI-191 resolution path and schedule for each of their PWRs. In your November 15, 2012, letter you proposed a revised schedule for these submittals until January 31, 2013, or 30 days following the NRC making the final safety evaluation (SE) associated with the review of WCAP-16793, Revision 2, Evaluation of Long-Term Cooling Considering Particulate, Fibrous and Chemical Debris in the Recirculating Fluid, ADAMS Accession No. ML11292A021, and the Staff Requirements Memorandum (SRM) associated with SECY-12-0093, Closure Options for Generic Safety Issue - 191, Assessment of Debris Accumulation On Pressurized-Water Reactor Sump Performance, ADAMS Accession No. ML121310648, publicly available. You stated this is necessary to allow time for licensees to appropriately address Commission direction contained in the SRM on SECY 12-0093, and NRC staff decisions contained in the SE on WCAP-16793.

We understand that licensees may need to see the content of the SRM on SECY-12-0093 and the NRC staffs SE on WCAP-16793 before committing to a resolution path for GSI-191. We expect both of these documents to be issued in the near future. We find your proposed schedule for licensee submittals to be acceptable.
