MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -
HOPE CREEK GENERATING STATION, UNIT NO. 1 (REPORT 05000354/2012006)
Dear Mr. Joyce:
On August 16, 2012, the U. S. Nuclear Regulatory Commission (NRC) completed its mid-cycle performance review of Hope Creek Generating Station, Unit 1 (Hope Creek). The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from July 1, 2011 through June 30, 2012. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. This assessment reflects the integration of the Security Cornerstone into the ROP performance assessment program governed by IMC 0305, Operating Reactor Assessment Program.
The NRC determined the performance at Hope Creek during the most recent quarter was within the Degraded Cornerstone column of the NRC=s Reactor Oversight Process (ROP) Action Matrix because of one or more greater-than-green Security cornerstone inputs as described in Inspection Report 05000354/2012201, dated December 19, 2011. The significance determination for these findings was finalized on March 20, 2012 (ML120670582)1. The 95002 supplemental inspection for these findings was completed the week of August 27, 2012, and the results will be communicated to you via separate correspondence. The objectives of that supplemental inspection were to provide assurance that: (1) the root and contributing causes for the risk-significant issues were understood; (2) the extent of condition and extent of cause of the issues were identified; and (3) corrective actions were or will be sufficient to address and preclude repetition of the root and contributing causes. The inspection also included an independent NRC review of the extent of condition and extent of cause for the issues and an assessment of whether any safety culture component caused or significantly contributed to the greater-than-green Security cornerstone inputs.
The enclosed inspection plan lists the inspections scheduled through December 31, 2013.
Routine inspections performed by resident inspectors are not included in the inspection plan. In addition to the baseline inspections, consistent with the Agencys actions related to Fukushima, the NRC will perform TI-187, Inspection of Near-Term Task Force Recommendation 2.3 Flooding Walkdowns and TI-188, Inspection of Near-Term Task Force Recommendation 2.3 Seismic Walkdowns. The NRC will also be conducting IP 60855.1, Operation of an ISFSI at 1 Designation in parenthesis refers to an ADAMS accession number. Documents referenced in this letter are publicly available using the accession number in ADAMS.

Operating Plants, which will review operations during the 2013 ISFSI loading campaign. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle performance review.
The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include security related inspections, which will be sent via separate, non-publicly available correspondence.
In accordance with 10 CFR 2.390 of the NRC=s ARules of Practice,@ a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRC's Agencywide Document Access and Management System (ADAMS).
