Dear Chairman Jaczko:
Media reports indicate that the troubled Davis-Besse nuclear power plant in Ohio, which previously was forced to close when the Nuclear Regulatory Commission (NRC) found that acid in its cooling water had nearly burned a hole through the reactor's pressure head, now has a 30 foot crack in its protective outer containment. Apparently these cracks may be related to the licensee having cut a hole into the side of the shield building in order to install a new reactor vessel head.
This raises the question of whether it is safe for this reactor to ever be returned to operation, and what other structural safety problems the reactor may be experiencing. I, therefore, request that you report on the causes and consequences of the reported crack, whether there are other structural integrity issues may exist at the Davis Besse nuclear power plant and what actions the NRC, its staff, and the licensee are taking in response to this-situation.
