STN 50-498, STN 50-499 License Renewal Application Pursuant to 10 CFR Parts 50, 51, and 54, STP Nuclear Operating Company (STPNOC) hereby applies for the renewal of Facility Operating Licenses NPF-76 and NPF-80, for South Texas Project (STP) Units 1 and 2, respectively. The current Facility Operating Licenses for STP Units 1 and 2 expire at midnight August 20, 2027 and December 15, 2028, respectively. By this application, STPNOC requests that the STP Facility Operating Licenses be extended for 20 years beyond their current expiration dates. The application also applies to renewal of the source, special nuclear, and by-product materials licenses that are included in the Facility Operating Licenses.

The enclosed License Renewal Application contains the information required by 10 CFR Part 54 for filing an application and the application meets the timeliness requirements of 10 CFR 54.17(c) and 10 CFR 2.109(b).

The enclosure to this letter contains a compact disc (CD) of the license renewal application (LRA), including Appendix E, in accordance with 10 CFR Part 54. Appendix E, the Applicant's Environmental Report - Operating License Renewal Stage, is provided in accordance with 10 CFR Part 54.23 and 10 CFR Part 51, Subpart A. The CD is formatted in a manner that is consistent with "Guidance for Electronic Submissions to the NRC", Revision 6, dated May 10, 2010.

The commitments being made in this submittal are listed in the LRA, Appendix A, Table A4-1.

In addition, it is understood that 10 CFR Part 54.21 (b) requires that each year following submittal of the LRA and at least 3 months before scheduled completion of the NRC review, an amendment to the LRA must be submitted that identifies any change to the current licensing basis of the facility that materially affects the contents of the LRA, including the Final Safety Analysis Report (FSAR) supplement.
