20091201 FAQ 09-0057 R2 Alt Strategy.doc Chuck, the NFPA 805 Task Force has reviewed the NRC comments and have incorporated them into FAQ09-0057 R2 without change, subject to the NEI Note below.

NEI Note Our intent for this FAQ was originally related to saying that we do not have to perform a quantitative assessment against the CLB (Appendix R SISBO Strategy). It appears that NRR comments and feedback is focused on the quantitative assessment against the compliant plant (which we understand).

If NRR believes that this is clear enough that we never have to use the SISBO strategy as a basis for anything, then the FAQ is okay as written.

The way NRR changed the text, we could argue that we don't have to perform ANY assessment of the benefit of leaving SISBO (we originally said we would perform a qualitative assessment). As long as this is understood, we are good to go with Closing the FAQ09-0057 as written.
