TRIP REPORT - SITE VISITS TO WATTS BAR UNIT 2 AND VOGTLE COMMERCIAL NUCLEAR POWER STATIONS TO MEET LICENSEE FITNESS-FOR-DUTY PROGRAM STAFF This report summarizes the U.S. Nuclear Regulatory Commission (NRC) staff trip to the Watts Bar Nuclear Plant, Unit 2, and the Vogtle Electric Generating Plant on November 3 and 5, 2009, respectively. The purpose of the site visits was to meet the licensees staff implementing the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 26, Fitness for Duty Programs. The NRC staff that visited the sites is provided in Enclosure 1. Enclosure 2 provides the persons in attendance at the Vogtle visit. Licensee attendance was not taken at the Watts Bar facility.

At the Watts Bar Nuclear Plant, the licensee escorted the NRC staff on a tour of their drug and alcohol collection facility and the Watts Bar Unit 2 facility. The licensee staff informed the NRC staff of their drug and alcohol collection procedure requirements, specifically: licensee techniques to ensure the 50 percent random testing rate, quality controls, protection of privacy information, and Medical Review Officer conduct of fitness determinations and evaluation of drug testing results. The tour of Watts Bar Unit 2 included selected sections of the control room, cable spreading and battery rooms, turbine deck, and containment.

At the Vogtle plant, the NRC staff met representatives from Southern Nuclear Operating Company, a subsidiary of Southern Company, the licensee for Vogtle Units 1 and 2 and holder of the Limited Work Authorization (LWA) for Units 3 and 4. Staff also met with representatives from The Shaw Group, Inc., Southern Nuclears prime contractor for Vogtle Units 3 and 4.

Southern Nuclear and Shaw made a joint presentation (Enclosure 3) to the NRC staff regarding the organizations responsible for implementation of fitness-for-duty requirements at Units 3 and

4. During the presentation, the NRC staff asked questions to better understand the information being presented. No regulatory decisions were made and discussions did not involve Southern Nuclears LWA. Following the presentation, Southern Nuclear and Shaw escorted the NRC staff on a tour of the Unit 3 and 4 construction site.
