Dear Mr. Gillies:
The U.S. Nuclear Regulatory Commission (NRC) is considering the request made by Southern California Edison Company for approval of the partial site release of the cooling water system for San Onofre Nuclear Generating Station Unit 1. In conjunction with our review of the request, the NRC staff has prepared the enclosed draft Environmental Assessment. We are providing the draft to you for your review and comment. This information is predecisional and should not be released to the public. Please forward any comments you have to me by letter within 35 days from the date of this letter.
