GUIDANCE PROCESS AND NRC REGULATORY ISSUE SUMMARY 2007-16

Dear Mr. Riley:

On behalf of the U.S. Nuclear Regulatory Commission (NRC or the staff), I am responding to

your letter of April 6, 2009, regarding your request for extension of the public comment period

for proposed revisions to the License Renewal Interim Staff Guidance Process and NRC

Regulatory Issue Summary 2007-16, Implementation of the Requirements of 10 CFR 54.37(b)

for Holders of Renewed Licenses. I would like to thank you for indicating interest in providing

the staff with comments on these two documents.

The staff has approved a 30-day extension to the comment period, as announced in the

enclosed Federal Register notice. The staff agrees that discussions during its April 29, 2009,

meeting with the Nuclear Energy Institute would be beneficial. The staff also believes that the

extended comment period will allow stakeholders to better prepare and submit their comments.

This letter is also being sent to other stakeholders interested in the LR-ISG process, similarly

making them aware of the staffs extension of the public comment period.
