January 1, 2008 - December 31, 2008 This report contains a summary of activities connected with the operations of the NBSR. It is submitted in fulfillment of section 7.8(3) of the NBSR Technical Specifications and covers the period from January 1, 2008 to December 31, 2008.

7.8(3)(a) Summary of Plant Operations During the period January 1, 2008 through December 31, 2008 the reactor was critical for 5951 hours0.0689 days <br />1.653 hours <br />0.00984 weeks <br />0.00226 months <br /> with an energy output of 118,765 MWH. Major activities during this period included: replacement of confinement building switchboards; replacement of four shim arms; and the licensing of two senior reactor operators.
7.8(3)(b) Unscheduled Shutdowns
- 1. There were 3 scrams due to commercial power interruptions. After each occurrence, a return to 20 MW was made within an hour of the scram.
- 2. There was one shutdown due to loss of a motor control center (MCC) supply breaker. After investigating and correcting the problem, the reactor was returned to 20 MW less than 32 hours3.703704e-4 days <br />0.00889 hours <br />5.291005e-5 weeks <br />1.2176e-5 months <br /> after the shutdown.
- 3. There was one shutdown due to a failed scram relayassociated with an emergency fan. After investigating and correcting the problem, the reactor was returned to 20 MW less than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> after the shutdown.
- 4. There was one shutdown due to loss of required potable water. This occurred within four hours of a scheduled shutdown and the reactor was not restarted after potable water was restored.
7.8(3)(c) Tabulation of Major Items of Plant Maintenance Note: Some of these items may be also listed as Engineering Change Notices (ECN).
- 1. Replaced MCCDC, MCCA-5, MCCB-6, MCCA-3, and MCCB-4.
- 2. Replaced all shim arms.
- 3. Cut 12 spent fuel elements for eventual shipment.
- 4. Performed waste shipment of non-fueled fuel element pieces.
- 5. Replaced leak detector panel.
- 6. Rebuild of #1 main D20 pump.

- 8. Thirty-seven instrument service requests (ISR) were completed, including:

ACTION 1668 Replaced bad component in NC-3 Intermediate Range Nuclear Channel.
1671 Replaced bad valve positioner for DWV-39.
1674 Replaced relay FSR-2 in the ventilation control system.
1678 Replaced detector tube in RM 3-2 Fission Products radiation monitor.

The following facility changes were completed this year. None required a license amendment or a change to the technical specifications, and there were no changes made pursuant to the applicable criteria of 10 CFR 50.59.
ECN 524 Removal of Lead between Terminals ITB5-14 and ITB6-49 in the Reactor Safety System 7.8(3)(e) Summary of Radioactive Material Released and Results of Environmental Surveys Performed.
Gaseous releases consisted of 915 curies of tritium, 1371 curies of Argon-41, and 0.195 curies of other beta-gamma emitters. There were 3.96 curies of tritium and 1.4 millicuries of other beta-gamma emitters released into the sanitary sewer.
Environmental samples of the streams, vegetation, and/or soil, and air showed no significant changes.
