BROWNS FERRY NUCLEAR POWER PLANT, NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION
Dear Mr. Swafford:
During the period of February 18-20, 2009, the NRC will perform an augmented baseline inspection at the Browns Ferry Nuclear Plant. This inspection is in response to a 2nd Quarter 2007 Mitigating Systems Performance Index (MSPI), High Pressure Injection Performance Indicator (PI), value of 2.29 E-06. This would typically correlate to a value that crosses the green/white threshold for this PI; however, due to the lack of historical data since Unit 1 restart, any crossing of thresholds is subject to focused augmented baseline inspection of the subject area. Pursuant to the NRC letter dated May 21, 2008, regarding implementation of the Unit 1 interim MSPIs, this inspection will be conducted in accordance with the Unit 1 Augmented Inspection Plan (AIP). According to the Unit 1 AIP, any follow-up inspection for an interim MSPI that crosses a performance threshold will be conducted as an annual baseline focus sample in accordance with inspection procedure (IP) 71152, including as additional guidance any relevant aspects of the supplemental inspection IP 95001, Inspection for One or Two White Inputs in a Strategic Performance Area.
Experience has shown that this type of inspection is resource intensive both for the NRC inspectors and your staff. In order to minimize the impact to your on-site resources and to ensure a productive inspection, we have enclosed a request for documents needed for this inspection. It is important that all of these documents are up-to-date and complete, in order to minimize the number of additional documents requested during the on-site portion of the inspection. We request that the requested information be provided to our staff, in electronic and hard-copy format, upon our arrival at Browns Ferry on February 18, 2009.
