Dear Sirs:

The Technical Specification Task Force (TSTF) submitted Revision 3 of TSTF-446, ARisk Informed Evaluation of Extensions to Containment Isolation Valve Completion Times (WCAP-15971),@ to the Nuclear Regulatory Commission (NRC) by letter dated February 19, 2008, (Agencywide Documents and Management System (ADAMS) Accession No. ML080510164).

The revision to TSTF-446 reflected submittal of Revision 2 of the supporting Topical Report (WCAP-15791) and changes requested by the NRC during an October 11, 2007, teleconference between the TSTF and the NRC.

During the September 11, 2008, Public Meeting with the TSTF, the NRC staff stated that TSTF-446 will not be processed using the Consolidated Line Item Improvement Process (CLIIP) because technical branch review will be required for each license amendment request (LAR).

However, the staff stated that it still plans to develop a model application and a model Safety Evaluation (SE) for TSTF-446 similar to what is currently being done for TSTF-425, ARelocate Surveillance Frequencies to Licensee ControlBRITSTF Initiative 5.@ TSTF-425 is currently being reviewed by the NRC. TSTF-446 will be processed after TSTF-425 has been issued for comment period so that lessons learned from the internal review of TSTF-425 can be incorporated in TSTF-446.

Accordingly, the target completion dates for the Federal Register Notification for Comment and Notice of Availability have been tentatively re-scheduled to 12/31/2008 and 03/30/2009, respectively.
