PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING THE 2007 STEAM GENERATOR TUBE INSPECTIONS (TAC NO. MD7759)

Dear Mr. Edington:

By letter dated January 2, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML080090193), Arizona Public Service Company (APS, the licensee) submitted information pertaining to its 2007 steam generator tube inspections at the Palo Verde Nuclear Generating Station, Unit 1. These inspections were performed during the 13th refueling outage of Unit 1.

The Nuclear Regulatory Commission (NRC) staff has reviewed the information provided and determined that additional information is required in order to complete the evaluation. As discussed with Robert Roehler of your staff, the NRC staff is requesting a response within 60 days of the date of this letter.

PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 DOCKET NO. STN 50-528 By letter dated January 2, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML080090193), Arizona Public Service Company (APS, the licensee) submitted information pertaining to its 2007 steam generator (SG) tube inspections at the Palo Verde Nuclear Generating Station, Unit 1. These inspections were performed during the 13th refueling outage of Unit 1.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information provided and determined that the following additional information is required in order to complete the evaluation:

1.

Please indicate whether the Unit 1 SG design is the same as the Unit 2 SG design. If the Unit 1 SG design is different, please discuss any differences in the design (e.g., number of tubes, nominal tube diameter and wall thickness, tube spacing, etc.

2.

The Unit 2 SGs had several tubes affected by wear in the Stay Cylinder region, yet this inspection report indicates that very little wear was observed on tubing in either SG 11 or SG 12. Please discuss any insights regarding potential differences in performance.

3.

The plugging history indicates that over 50 tubes were plugged in each SG during the baseline inspection in 2005. Please summarize the reasons for plugging these tubes.

4.

In addition, please discuss the scope and results of any inspections performed in the Unit 1 SGs (during the baseline or first inservice inspection) to address the postulated packaging screw damage of the Unit 2 SGs.

5.

Please discuss the scope and results of any secondary side inspections, other than the foreign object search and retrieval inspections already addressed in this inspection report.
