UNUSUAL EVENT DECLARED DUE TO LOSS OF OFFSITE POWER AT NINE MILE POINT UNIT 1 On May 13, 2008, at 8:25 a.m., Constellation Energy declared an Unusual Event at Nine Mile Point Unit 1 due to loss of all offsite power for greater than 15 minutes. One of the five non-safety reactor recirculation pumps tripped due to the loss of off-site power, resulting in a reduction in power to 92%. The electrical safety buses were re-energized by onsite emergency diesel generators. In addition, the adjacent J. A. FitzPatrick plant also lost all offsite power for approximately one minute. The J. A. FitzPatrick plant remained at 100% power. The electrical system supplying Nine Mile Point Unit 1 and J. A. FitzPatrick station is interconnected. Nine Mile Point Unit 2 was unaffected by this event. At 10:22 a.m., Constellation Energy exited the Unusual Event following restoration of one of the offsite lines to Nine Mile Point Unit 1. The NRC Resident Inspectors were onsite and responded to the main control rooms, and NRC Region I staffed its Incident Response Center to follow the licensees actions and evaluate plant safety performance. NRC Region I, in King of Prussia, PA, contacted the State of New York, and the Region I Public Affairs Office is prepared to respond to media inquiries. No press releases were issued by the licensees. Region I received initial notification of this occurrence by telephone call from the Resident Inspector staff at 8:20 a.m. The information presented herein has been discussed with Constellation Energy and Entergy Nuclear Northeast and is current as of May 13, 2008, at 2:00 p.m.
