The Nuclear Regulatory Commission (NRC) staff is reviewing your application dated July 31, 2007, for the subject relief request. On January 30, 2008, the NRC staff transmitted a draft Request for Additional Information (RAI) and discussed the draft RAI with your staff.
Enclosed please find the final RAI, which is identical in content to the draft RAI. Your staff agreed that you can provide your response by March 1, 2008. Please feel free to contact me if you need clarification of the RAI.

The Nuclear Regulatory Commission (NRC) staff has reviewed the FPL Energy Duane Arnold, LLC, Duane Arnold Energy Center (DAEC) relief request number NDE-R012, which proposes an alternative from American Society of Mechanical Engineers (ASME)
Boiler and Pressure Vessel Code (Code),Section XI, 2001 Edition, 2003 Addenda, requirement IWA-4221, Construction Code and Owners Requirements, to allow weld procedure specifications for seal welding of the installed and spare Main Steam Relief Valves (MSRVs) to be post-qualified in accordance with ASME Code Section XI requirements, and the NRC staff has determined that additional information is necessary to complete the review.
Please provide a response which addresses the following questions.
- 1.
On page 2 of the relief request under Reason for Request, the second sentence states The Manufacturers standard included multiple surface Non-Destructive Examinations (NDE) and macro examinations of sectioned specimens. What were the specific NDE and macro examination methods used and what were the acceptance criteria for these examinations?
- 2.
What NDE was performed on the affected components after the current repair/replacement activities and how do those methods and the acceptance criteria used for those methods compare with the requirements of the current applicable edition and addenda of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI?
