COLUMBIA GENERATING STATION - WITHDRAWAL OF REQUEST FOR EMERGENCY PLAN CHANGE (TAC NO. MD5325)
Dear Mr. Parrish:
By application dated April 18, as supplemented August 17, 2007, Energy Northwest requested a change to the Emergency Plan for the Columbia Generating Station. The proposed change would replace the environmental and backup radiological laboratory capabilities in the Emergency Operations Facility with the Applied Process Engineering Laboratory. Energy Northwest considered the change to be a decrease in effectiveness of the Emergency Plan.
By letter dated January 24, 2008, Energy Northwest concluded that the proposed change does not constitute a decrease in effectiveness and withdrew the proposed request for Nuclear Regulatory Commission (NRC) approval. Energy Northwest stated that the change would be processed in accordance with 10 CFR 50.54(q) as a change not requiring prior approval.
Accordingly, a report of the change will be submitted to the NRC within 30 days after the change is made. The NRC staff has reviewed the proposed Emergency Plan change and concurs that it does not constitute a decrease in effectiveness; therefore, it does not require prior NRC approval before implementation.
