VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2, EVALUATION OF EMERGENCY ACTION LEVELS REVISED TO SUPPORT MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE (TAC NOS. MD6872 AND MD6873)
Dear Mr. Tynan:
By letter dated September 27, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML072740102), as supplemented by letter dated December 20, 2007 (ADAMS Accession No. ML073580622), Southern Nuclear Operating Company, Inc. (the licensee), requested prior Nuclear Regulatory Commission (NRC) approval for changes to several of the emergency action levels (EALs) for Vogtle Electric Generating Plant, Units 1 and 2 (Vogtle 1 and 2).
The requested changes to the licensees EALs are to support a Measurement Uncertainty Recapture (MUR) power uprate of 1.7% for which the licensee submitted a Licensee Amendment Request (LAR) to the NRC by letter dated August 28, 2007 (ADAMS Accession No. ML072470688). The proposed changes to the EALs are consistent with the proposed changes in the licensed power level for Vogtle 1 and 2.
As a result of the proposed 1.7% power uprate, the licensee has identified 7 EALs that would require a corresponding setpoint change consistent with the increase in power. Enclosed please find the list of EALs that the licensee has proposed to revise for Vogtle 1 and 2.
The licensee provided calculation X6CNA14 to facilitate the technical review of these proposed changes to the stated EALs. The NRC staff has reviewed this calculation and has determined that the overall basis for the stated setpoints has not been changed, just the corresponding power level, reactor fuel source term, or decay heat value. Therefore, pending approval of the MUR power uprate LAR, the corresponding changes to the EALs listed in the enclosure for Vogtle 1 and 2 do not decrease the effectiveness of the applicable EALs, and the revised EALs continue to meet the standards of Section 50.47(b) and the requirements of Appendix E to Title 10 of the Code of Federal Regulations, Part 50.
