SUMMARY
OF THE MARCH 21, 2007, PUBLIC MEETING TO DISCUSS THE PERRY END-OF-CYCLE PLANT PERFORMANCE ASSESSMENT On March 21, 2007, the Nuclear Regulatory Commission (NRC) held a public meeting at the Renaissance Quail Hollow Resort in Painesville, Ohio. The meeting was between NRC Region III management and FirstEnergy Nuclear Operating Company (FENOC) management to discuss the NRCs assessment of Perry Nuclear Power Plant's safety performance for the period from January 1 through December 31, 2006, and the recent decision to return the Perry plant to normal NRC oversight. The meeting notice, NRC presentations, and licensee presentations can be found in the Agencywide Documents Access and Management System (ADAMS) as ML070450241, ML070860230, ML070860235, ML070860238, and ML070860246, respectively. A list of principal NRC and licensee meeting participants is attached to this letter.
The NRC began the meeting with an overview of the NRCs Reactor Oversight Program (ROP),
national ROP results, and the Action Matrix in general. This was followed by a discussion of the NRCs assessment of the Perry plants performance in calendar year 2006, which was documented in the March 2, 2007, end-of-cycle assessment letter. As part of this regulatory performance meeting, FENOC responded to the NRCs assessment and discussed the Perry plant's efforts for continuous improvement in the areas of Human Performance and Corrective Action Program. The meeting continued with an overview of the NRC's decision to return the Perry plant to normal NRC oversight and FENOC's response to this decision, which included a discussion on sustaining improved performance. At the end of each part of the meeting members of the public were given the opportunity to ask questions of NRC officials and FENOC representatives.
