Dear Mr. Keenan:
The Commission has issued the enclosed Amendment No. 42 to Facility Operating License No.
DPR-7 for the Humboldt Bay Power Plant, Unit 3. The amendment is in response to your application dated May 17, 2006. The amendment approves a proposed change to the Physical Security Plan related to security posts manning requirements.
A copy of our related Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commission's next biweekly Federal Register notice.
