RENEWAL OF FULL-POWER OPERATING LICENSE FOR THE MONTICELLO NUCLEAR GENERATING PLANT Pursuant to the July 25, 2005, staff requirements memorandum (SRM) for COMSECY-05-0025, Renewal Full-Power Operating License for the Arkansas Nuclear One, Unit 2, this memorandum informs the Commission that the staff intends to renew the facility operating license for the Monticello Nuclear Generating Plant (MNGP), on November 8, 2006.
By letter dated March 16, 2005, Nuclear Management Company, LLC (NMC), submitted its application to renew the operating license for MNGP. The staff reviewed the license renewal application in accordance with Parts 51 and 54 of Title 10 of the Code of Federal Regulations (10 CFR Parts 51 and 54). Region III also performed inspections, as described in a July 24, 2006, memorandum from James L. Caldwell, Regional Administrator to Jim Dyer, Director of the Office of Nuclear Reactor Regulation. The staff documented the results of its safety review in its Safety Evaluation Report Related to the License Renewal of the Monticello Nuclear Generating Plant, NUREG-1865, dated October 2006. The staff also documented the results of its environmental review in a supplemental environmental impact statement published in September 2006 as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 26, Regarding Monticello Nuclear Generating Plant.
In accordance with 10 CFR 54.25, the Advisory Committee on Reactor Safeguards (ACRS) reviewed the license renewal application for MNGP. The ACRS completed its review during its 535th meeting, held on September 7, 2006. The ACRS documented its findings in a letter to the Commission dated September 19, 2006. The staff responded to the ACRS in a letter dated October 19, 2006. The staff believes that its response adequately addresses the ACRS recommendations.

The Commissioners Pursuant to the June 5, 2002, SRM for SECY-02-0088, Turkey Point Nuclear Plant, Units 3 and 4, Renewal of Full-Power Operating Licenses, the Director of the Office of Nuclear Reactor Regulation plans to issue Renewed Facility Operating License No. DPR-22 for MNGP.
The final action will be completed within the 22-month goal for reviewing a license renewal application that is not subject to a hearing.
