ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a Notice of Violation associated with a White significance determination process finding will be issued on or about July 25, 2006, to Virginia Electric and Power Company as a result of inspections at Surry Power Station. This White finding, an issue of low to moderate safety significance which may require additional NRC inspection, involved the failure of a licensees full-scale exercise critique to identify a weakness associated with a risk-significant planning standard which was determined to be a drill/exercise performance -
performance indicator opportunity failure.
A Notice of Violation is included based on a violation of emergency preparedness planning standards 10 CFR 50.47(b)(4) and 10 CFR 50.47(b)(14) as well as the requirements of 10 CFR Part 50, Appendix E, Section IV.F.2.g because the licensee failed to identify the above weakness during its emergency exercise critique. In this case, the licensees formal critique of an emergency preparedness exercise conducted on February 7, 2006, failed to identify weak or deficient areas. Specifically, the exercise critique failed to identify that the Station Emergency Managers Site Area Emergency event classification was an inaccurate classification.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
