Point Beach Nuclear Plant Methodology for developing outline:

The written examination outline was generated in conjunction with the individual initiating the Point Beach written examination outline. The technique used was similar to that described in NUREG-I 021, Rev. 9, ES-401, Attachment 1.

Numbered poker chips and began with number of applicable chips for Tl/Gl for RO (22). Selected Chip from 1-6 to determine where to start with K1, K2, etc. Once we had determined which K or A value to begin with, we began drawing chips from the 1-22 chips representing the systems. When the first system was drawn, the AI was assigned, second system, A2, third system, G, and so forth until 18 systems had been selected.

EAPE or System Categories which were not applicable to Point Beach were eliminated prior to sampling within the groups. We proceeded in this fashion until all systems had been assigned for Tier 1 and 2, Groups 1 and 2. We then performed this same method for the applicable SRO systems, with the exception of T2/G2, in which we selected the systems first (to see if Fuel Handling would be selected, it was not) then assigned the A2 or G by random selection of the first and alternating for the remaining 2 systems selected.

We then selected 2 or 4 chips to determine which Tier 3 categories would be sampled three times, chips 1 and 3 were selected, giving us three for 2.1, two for 2.2, three for 2.3 and two for 2.4. We then selected one chip of four to determine which Generic category would NOT be sampled twice for the SRO. Chip 3 was selected.

Once all of the K, A or G had been determined, the Topics were selected. Chips bearing the topic numbers for topics with IR12.5 were placed in the basket and randomly selected. If the K or A category was found not to have any topics with sufficient IR, a new K or A category was randomly selected. When this was done, Tiers and Groups 1 and 2 were transferred to the ES-401-2 Category totals form. We discovered that we were below the minimum acceptable number of K6 Topics. We then went back to T2/GI and randomly selected one system that had K6 items that were 52.5. CVCS was selected and the K1 topic that had been selected was replaced with a randomly selected K6 topic.

Finally, we randomly selected the RO Tier 3 questions by placing chips in the basket to represent each of the topics and drew chips until the required number of chips with the appropriate IR had been selected. We did this for each of the RO areas and then did the same for the SRO, also screening for 10CFR55.43 applicability.

WA Suppression Report:

Suppressed WAS include all specific to only B/W or C/E Plants for Tl/G2, the Ice Condenser System (025) for T2/G1 and Containment Iodine Removal (027) for T2/G2.

Additionally, any WAS with IR of <2.5 were reviewed and suppressed (not placed in basket for selection) if it was determined that no site specific priority existed for the statement. WA Statements identified in NUREG 1021, Rev 9, ES-401 Attachment 2, section 1 which are specifically allowed to be rejected or suppressed without explanation or justification were also excluded from the random sampling process as desired.
