ADDENDUM TO NRC INSPECTION REPORT 050-00344/04-003
Dear Mr. Quennoz:
This letter refers to the confirmatory surveys that were conducted during the September 27-30, 2004, inspection at Portland General Electrics (PGE) Trojan Nuclear Plant. These surveys were conducted by Oak Ridge Institute for Science and Education (ORISE), Environmental Survey and Site Assessment Program, on behalf of the NRC. The surveys were conducted in the Auxiliary Building, Fuel Building, and portions of the Turbine Building.
Section 5.2.a of the subject inspection report stated that the final survey results will be presented to the licensee after the ORISE report has been reviewed and approved by the NRC.
The purpose of this letter is to provide you with a copy of the final ORISE report. The report is provided as an enclosure to this letter. In summary, the results of the confirmatory activities verified the radiological conditions of the structural and system survey units as reported by PGE and indicated that confirmed survey units were classified appropriately as defined in NUREG-1575, Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM).
Your staff recently submitted final status survey reports for these portions of the facility to the NRC for review. The information provided in these reports, as well as the information provided in this and future confirmatory surveys and NRC inspections, will be used in the NRCs determination of whether to approve your December 20, 2004, request for termination of the 10 CFR Part 50 license.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," Page 10 of the Enclosure is being withheld from the public because it contains potentially sensitive information. The information on that page is considered Official Use Only, and the NRC has elected to withhold the enclosure in its entirety from the public. Further distribution of this page by your staff should be made only on a "need-to-know" basis. Otherwise, a copy of this letter without the enclosure and your response (if any) will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room)."
Portland General Electric Company-2-Please note that on October 25, 2004, the NRC suspended public access to ADAMS, and initiated an additional security review of publicly available documents to ensure that potentially sensitive information is removed from the ADAMS database accessible through the NRC's web site.
