SUMMARY

OF MEETING WITH STARS TO DISCUSS LICENSE RENEWAL ACTIVITIES FOR COMANCHE PEAK, DIABLO CANYON, PALO VERDE, SOUTH TEXAS, AND WOLF CREEK NUCLEAR POWER PLANTS On November 10, 2004, representatives of STARS met with the U.S. Nuclear Regulatory Commission (NRC) staff to discuss license renewal activities for its members. Members participating in license renewal activities include the licensees for the Comanche Peak, Diablo Canyon, South Texas, Palo Verde, and Wolf Creek Nuclear Power Plants. The Callaway Plant is also a member of STARS but is not participating in license renewal activities. Attendees at the meeting are listed in Enclosure 1 and the STARS presentation materials are contained in.

The first license renewal application from a STARS plant will be submitted for Wolf Creek in September 2006. The NRC was informed that a second submittal for an unnamed STARS plant is planned for the fourth quarter of 2008. Not all STARS plants have made the decision at this time to pursue license renewal. The STARS group has established a Plant Aging Management Center of Business (COB) at the Palo Verde Plant. This COB is staffed with utility and contractor personnel who will support preparation of license renewal applications for each of the STARS plants that decide to apply for license renewal.

The goal of the COB is to establish and apply common methodologies and documentation, standardize plant aging management programs, and realize efficiencies and cost savings for both the applicants preparation and the NRCs review of renewal applications. The STARS group plans to submit license renewal applications sequentially. Once an application is submitted and under review by the NRC staff, the COB will begin preparation of the next application. Experience gained from the application under review would be fed back into the preparation of the following application. Current STARS plans are to submit applications approximately every 2 years but the STARS group requested feedback from the NRC staff on its preferred submittal schedule. Applications could possibly be submitted on a more frequent basis if the NRC desired.

The NRC staff cautioned that the license renewal review process is highly front loaded from a resource standpoint with the applicant needing to support audit teams, inspection teams, and responses to requests for additional information. Because the license renewal process follows a strict review schedule, the staff recommended that STARS ensure that sufficient resources will be available to support the application review if COB staff are also involved in preparing the next STARS plant license renewal application.

The NRC staff and the STARS group will meet again prior to submittal of the Wolf Creek license renewal application.
