OF PUBLIC DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT MEETING TO SUPPORT REVIEW OF THE ARKANSAS NUCLEAR ONE, UNIT 2 LICENSE RENEWAL APPLICATION (TAC NO. MB8405)

On Thursday, October 21, 2004, members of the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting in Russellville, Arkansas, concerning the staffs environmental review of the application submitted by Entergy Operations Inc. (Entergy) for renewal of Arkansas Nuclear One, Unit 2 (ANO-2) operating license. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued in August 2004. The public meeting was held at the Holiday Inn in Russellville, Arkansas. Formal presentations were made by the NRC staff and the Pacific Northwest National Laboratory (PNNL) staff.

The DSEIS is a plant-specific supplement for ANO-2 to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). The NRC staff described the overall license renewal process, provided a description of the National Environmental Policy Act review process, and discussed the environmental requirements outlined in 10 CFR Part 51; while staff from PNNL described the preliminary results of the environmental review analyses. The environmental impacts of continued operation were predicted to be small.

The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.

After formal presentations were given by the NRC staff, members of the public were invited to provide comments. There were no comments provided at the public meeting. Approximately 20 people attended the meeting, including members of the NRC staff and PNNL environmental review team, representatives from Entergy, and State and local government officials.

In an effort to improve communication and increase interaction with members of the public, the NRC staff hosted an open house one hour before the meeting and encouraged the public to submit meeting feedback forms. During open house, the staff provided displays and brochures and were available to meet with members of the public to answer questions about the proposed renewal of the ANO-2 operating license. Enclosure 1 is a list of attendees. Enclosure 2 is a copy of the meeting agenda and handout. Enclosure 3 contains the Official Corrected Transcript for the meeting. The slides (Enclosure 4) used in the NRCs presentation are also available on the NRCs Website at www.nrc.gov in the electronic reading room, through the Agencywide Documents Access and Management System (ADAMS) (Note: Public access to Adams has been temporarily suspended so that security reviews of publicly available documents may be performed and potentially sensitive information removed. Please check the NRCs Web Site for updates on the resumption of ADAMS access). The NRC staff is accepting comments on the ANO-2 DSEIS until the end of the comment period on November 24, 2004.

The staff will consider all comments and make any necessary revisions prior to issuing its final supplemental environmental impact statement, scheduled for April 2005.
