LICENSE RENEWAL SAFETY EVALUATION REPORT (SER) FOR ARKANSAS NUCLEAR ONE, UNIT 2 (ANO-2)

Dear Mr. Anderson:

By letter dated October 14, 2003, Entergy Operations, Inc. (ENTERGY or the applicant) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for the renewal of the operating license of Arkansas Nuclear One, Unit 2 (ANO-2) for up to an additional 20 years.

The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The NRC staff determined that the LRA was complete and acceptable for docketing on November 14, 2003.

The NRC staff has reviewed the ENTERGY LRA and has developed the enclosed Draft Safety Evaluation Report Related to the License Renewal of the Arkansas Nuclear One, Unit 2, herein after referred to as the Draft Safety Evaluation Report (DSER). This DSER reflects the status of the staffs review of the LRA, requests for additional information (RAIs), the applicants responses to the NRC staffs RAIs and other questions related to the LRA through October 15, 2004, unless otherwise noted. Issuance of the enclosed SER is an important milestone for both the applicant and the staff.

The NRC staff has not identified any open or confirmatory items in its review. However, in accordance with the schedule for completing the review of the LRA, the applicant is requested to review the enclosed DSER, verify its accuracy, and provide comments by December 15, 2004. The NRC staff plans to review the current content and format of the DSER to further improve the SER while incorporating the applicants responses. A revised and final DSER will then be issued by May 13, 2005.
