VIRGINIA ELECTRIC AND POWER COMPANY MILLSTONE POWER STATION UNITS 2 AND 3 NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS 1 AND 2 CONFIRMATION OF IMPLEMENTATION OF ORDER EA-03-039 On April 29, 2003, the Nuclear Regulatory Commission (NRC) issued an Order for compensatory measures (CMs) related to training enhancements on tactical and firearms proficiency and physical fitness applicable to armed nuclear power plant security force personnel (EA-03-039) (the Order). Dominion Nuclear Connecticut, Inc.
(DNC) and Virginia Electric and Power Company (Dominion) submitted a response to the Order on May 30, 2003 (Serial Nos.03-333 and B18909). Our response was revised in an October 2, 2003 letter (Serial Nos. 03-333A and B18996).
The purpose of this letter is to inform you that North Anna, Surry and Millstone Power Stations have implemented the requirements in Attachment 2 to the Order and armed security force personnel have been fully trained and qualified. Our actions to comply with the Order are described in our October 2004 Training and Qualification Plan, which was approved by the NRC in a letter dated October 29, 2004.
