SUBJECT:

INDEPENDENT SURVEY OF POWER-REACTOR LICENSEES In April 2004, the U.S. Nuclear Regulatory Commission (NRC) issued Regulatory Issue Summary (RIS) 2004-06 to inform all nuclear power plant licensees that the NRC was conducting a survey to gain insights into the impact of its regulatory activities. The purpose of this letter is to remind you of the opportunity to respond to the survey and to request, unless already done, that you distribute the survey information to the responsible managers at your plant site(s). To promote an open exchange of information and independence, the NRC contracted Brookhaven National Laboratory (BNL) to administer the survey.

By letter dated April 23, 2004, BNL mailed you information regarding the survey. This letter also transmitted a unique user identification (ID) and password required to access and submit the survey. The NRC seeks input from four managers at each plant, namely the operations, engineering, licensing, and overall plant manager. Since only one letter was sent to the licensing contact for each plant unit, we request that you distribute the survey information (including password and user ID) to the other three managers so that they can also respond to the survey.

The RIS did not identify BNL as NRCs independent contractor so as to not attract hackers that might challenge BNLs firewall. An unintended consequence of this omission is that some licensees are experiencing difficulty locating the survey instructions. To ensure all licensees have sufficient time to request a new user ID and respond to the survey, the surveys end date has been extended to June 15, 2004.

Requests for a new user ID and password, or questions regarding site access should be directed to the BNL survey coordinator, Edward Grove at 631-344-5558. Content questions should be directed to the NRC survey coordinator, David Allsopp, at 301-415-3073. For your information, enclosed is the initial BNL letter of instruction.
