OF MEETING HELD IN SUPPORT OF THE ENVIRONMENTAL REVIEW FOR THE QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION (TAC NOS. MB6845, MB6846)
On Tuesday, December 16, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Moline, Illinois, concerning the staffs environmental review of the application submitted by the Exelon Generation Company, LLC (Exelon) for renewal of the operating licenses for the Quad Cities Nuclear Power Station, Units 1 and 2 (QCNPS). The purpose of the meetings was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) for QCNPS that was issued in November 2003. Afternoon and evening sessions were held to allow maximum public participation. Formal presentations were made by the NRC staff and the Lawrence Livermore National Laboratory staff.
The DSEIS is a plant-specific supplement for QCNPS to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). The NRC staff described the overall license renewal process, provided a description of the National Environmental Policy Act review process, and discussed the environmental requirements outlined in 10 CFR Part 51.
NRC staff and staff from Lawrence Livermore National Laboratory described the results of their analyses. The environmental impacts of continued operation were predicted to be small in all aspects except one (impact of the potential for electric shock from induced current along transmission line corridors was found to be moderate for a portion of the north Nelson line),
while the impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.
In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the QCNPS operating licenses. Enclosure 1 is a combined list of attendees for both sessions. Enclosure 2 is a copy of the meeting handouts. Enclosures 3 and 4 are the transcripts for the afternoon and evening meetings, respectively. Enclosure 5 is a copy of the presentation slides.
After the formal presentations given by the NRC staff, members of the public were invited to provide comments. More than 30 people attended the two sessions. Attendees included members of the public, representatives of the NRC, Federal, State and local government officials, Exelon, and the news media.
The NRC staff accepted comments on the QCNPS draft environmental impact statement until the end of the comment period on January 27, 2004. The staff will consider the comments and make any necessary revisions prior to issuing its final supplemental environmental impact statement, scheduled for July 2004.

Please note that if you wish to provide formal comments regarding the draft Quad Cities-specific supplement to the Generic Environmental Impact Statement (GEIS) for License Renewal, they must be presented at either session of todays transcribed public meetings, or provided in writing or by e-mail by January 27, 2004. Comments received after this date will be considered if it is practical to do so, but the NRC staff is able to assure consideration only for comments received on or before this date.
