SUMMARY
OF DECEMBER 10, 2003, CATEGORY 1 MEETING WITH FENOC TO DISCUSS THE LICENSEES PRE-APPLICATION CONTAINMENT CONVERSION REPORT FOR BVPS-1 AND 2 DATED NOVEMBER 24, 2003 On December 10, 2003, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of FENOC, the licensee for BVPS-1 and 2 at NRC Headquarters, One White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to conduct a pre-application discussion of the licensees November 24, 2003, Containment Conversion Report for BVPS-1and 2 (Agencywide Documents Access and Management System, accession number ML033350145), in advance of the licensees formal license amendment application which is expected during the first quarter of 2004 for conversion of the containments from sub-atmospheric to atmospheric conditions.
FENOC presented information on its Modular Accident Analysis Program - Design-Basis Analysis (MAAP-DBA) computer code methodology for modeling containment performance during design-basis events. It included benchmarking of the MAAP-DBA code against other NRC-approved computer codes such as GOTHIC and NOTRUMP (including comparisons of separate effects experiments and intergral containment effects experiments). It also provided information on the limiting cases found during the licensees application of the MAAP-DBA code.
The licensee concluded that peak pressure would remain less than the current design rating for all events of interest following containment atmosphere conversion. The licensee further concluded that the benchmarking of MAAP-DBA methodology to GOTHIC and NOTRUMP computer codes yielded comparable results.
The meeting concluded with the licensee identifying the end of the first quarter 2004 as the target date for its formal containment conversion application, and a verbal commitment to provide the NRC staff with a copy of the MAAP-DBA computer deck for independent confirmatory calculations if needed.
One member of the public was in attendance, representing the State of Pennsylvania.
