Spent Fuel Project Office, NMSS REQUEST FOR INSPECTION ASSISTANCE ALLEGATION - NMSS-2002-A-0002 (RI 1-2002-A-0005)
U. S. Tool and Die / Holtec This is a request for Region III inspection assistance. NMSS is reviewing two concerns in the above allegation which were referred by Region Ill. The Spent Fuel Project Office (SFPO) will be conducting an inspection at Holtec and/or U. S. Tool & Die. The NMSS ARB asked that Region Ill be requested provide inspection assistance at Commonwealth Edison/Dresden to determine the following: (1) ASME code and licensee procedure requirements for reviewing and approving Supplier Deviation Requests (SDRs), and Nonconformance reports (NCRs); (2) the obligations of the cask owner to review and approve use-as-is, and repair dispositions; and (3) whether Commonwealth Edison is and was complying with the requirements during the period that is the subject of the allegations (1 999-present). Copies of the ARB minutes and Briefing Sheet are attached for additional supporting details.
We note that ASME NCA 3260, 3556, 3554, and 9200 appear to require owner review (in some form) of nonconformances dispositioned as use-as-is, repair or rework.
The NMSS ARB also requests that Region Ill coordinate with Paul Narbut of SFPO (301-415-2962) regarding the scope of inspection efforts and coordination of Region Ill inspection efforts with findings from SFPO's inspection activity.
